New OpenMM core Core23 available for public use

I am happy to announce that the new OpenMM core Core23 available for public use for new projects! :D :D

This release incorporates OpenMM 8.0.0, see CHANGELOG here: https://github.com/openmm/openmm/releases/tag/8.0.0 for more details.
It should result in some performance improvements, particularly when using CUDA. I look forward to hearing any feedback and pushing forward with core development!
