I normally am very methodical and incremental in my changes so I can watch for cause and effect. However, my NVMe drive failed suddenly and I figured it was time to move to UEFI anyway. So, I changed my Asus WS x299 Sage motherboard from BIOS mode to UEFI.

The only hardware that changed was the hard drive went from Samsung 2TB 970 Evo, to Corsair MP600 4tb. I also added and enabled a TPM, and put Windows 11 Pro instead of 10 Pro.

I have two issues, that may or may not be related.
Prior to this change, I ran my system at 4.6ghz 24/7 and now even stock at 3ghz, in F@H the RTX 2080ti crashes which reboots the computer. In games, the RTX 3090 card stutters a lot. This could be due to dropping the CPU from 4.6 to 3.0ghz, but before I started overclocking back when, I don't remember it stuttering this bad. I downloaded all new everything. I put the latest BIOS update on motherboard which was required to get UEFI anyway. I got a fresh download of Win 11 and compared hash to verify authenticity. Downloaded latest NVIDIA drivers, got latest F@H client, etc. The 3090 will fold just fine without issue, but the 2080ti won't.

My questions are:
Does anyone know if adding the TPM and enabling secure boot puts any additional overhead that could cause games to stutter? I think it is only used really at boot time.

Is there any reason UEFI mode can't run the same clocks
Anyone having any issues with Win 11, or maybe the latest NVIDIA drivers?

Try running the EVGA Precision-X and see if there is a new vBIOS available for the 2080ti. I've seen reports of issues with older cards and newer UEFI versions.

Also check to make sure Above 4GB Decoding is enabled in your BIOS.

Did you also check your Motherboard's BIOS and confirm you are running at the latest version?

Good ideas! Though I am very good about keeping BIOS updated, I kinda forget about the video cards. I'll check that.
Yes, the BIOS version I am running is the very latest. It will probably be the last one as the whole x299 line seems to be being phased out anyway. I'll check the 4gb decoding setting.

The x299 Sage motherboard uses dual PLEX controllers so all slots are full length PCI-e. It dawned on me that due to the much thicker heat sink on this new NVMe hard drive, I had to put it in a different slot. Perhaps it is now interfering with the bus speed of the slot it is in.
