It is possible that either the motherboard or the GPU is "down specing" to save power when not busy and GPU-Z is reporting correctly. If it was the motherboard, it might be a BIOS setting.

Might even be driver or firmware related, and the RX 480 might work in a different computer even if it doesn't work in the A320M-HDV under Windows 10.
