GPUs.txt does download automatically, but for the most part, that's a lot of wasted communications... and "rarely" makes a lot sense. Everybody who did NOT add a new GPU doesn't need a new copy of GPUs.txt; they've already got their current hardware in the local cache. Adding a couple of newly released GPUs only benefits a very few people who just purchased one of those new GPUs.

For new clients, a fundamental problem is that establishing a new internet connection generally takes longer than starting the FAHClient software, so you can' download the initial copy until later since people tend to reboot rather than Stop/Start the FAHClient while leaving the Internet connected.
