Trying to run V7.152 with a Radeon card, currently running Catalyst 10.9, after a failed attempt to update to 11.12 (system would only display 640x480 4 bit!)

Error on startup of control: "GetLogicalProcessorInformation could not be Located in the dynamic link library KERNEL32.dll" F@H control tries to retrieve several times, then gives up.

Hello MWebber, welcome to the forum.

Driver clean and then go to v11.10 driver. People had good luck with that version.

Also consider running Windows Update more frequently.
