3070 Ti on PCIE 3.0 x2?

How terrible would performance be on a 3.0 slot running at 2 lanes on the PCH?

It would be pretty bad. PCIe 3.0 x2 is 16 GT/s or about 1.9 GB/s. The usual recommended minimum is PCIe 4.0 x4 (64 GT/s, about 7.9 GB/s) or equivalent, which would be 8 lanes of PCIe 3.0.
