Yikes, I guess there's a first time for everything! In that case, make sure you have warranty and that your local supplier have plenty of stock to enable a quick/easy RMA.

IF you had the viewer open while it was folding, it would cause a slow-down in the GPU folding since resources are being taken away from the GPU to render the simulation. Glad that you found a solution and thanks for sharing! Just wanted to point out that while most GPU WUs are using FahCore_22, you might get some WUs from FahCore_21 so if you see any failures in your log regarding FahCore_21, you may want to update that list.

Update: I found that the 8-thread CPU WU was so dramatically under-performing, it wasn't even moving. It made 3% progress overnight on a WU with 1360 base credit. Um... yikes?... Actually, I am not surprised by this behavior since this is the expected result when you have over-subscribed your syste...

If you're reducing the power target for the GPU, then it shouldn't have any impact on WUs as long as the target is within specifications. If it is too low, I think the GPU would become unstable so as long as it is within normal range, it would be fine.
