If by "stalled at the download phase" you mean you saw some percentages of download in the log file and then nothing, it is a known issue (https://github.com/FoldingAtHome/fah-issues/issues/983) where the solution is to reboot the system or the client, whatever is easier.

FYI, when it comes to GPU Usage and Task Manager, it seems that the Task Manager in Windows 10 20H2 will show the correct utilization by default as it will show under 3D. Previous versions of Windows 10 would not show you that and you would have to select CUDA or Compute from the drop-down menu. Loo...

FYI, you're using a rather old version of FAHClient, V7.5.1 while the latest version V7.6.21 works fine as the bug in Web Control was fixed in V7.6.14: viewtopic.php?f=108&t=36307 If possible, you could consider doing an upgrade?

Can you please describe how you install the client, what version you installed and if you changed any settings from the default.

IIRC, the config.xml is created when you start up FAHClient for the first time. If you didn't start it up, it would not be created.
