... and if you can accept a slow card that is going to get less than its full performance level, the 1x will work but might also be limited by the number of threads your CPU has.

The GT 730 4 GB is a Fermi device which means it only supports OpenCL 1.1 That will be an additional limitation as it probably only supports OpenCL and not CUDA. (CUDA is somewhat faster depending on the project.) What projects are being assigned and what PPD are you getting. Are you using a passkey?

I must do something wrong. I use a PCIe riser with PCIe 2.0 x1->x16 (x16 only mechanical), and have no performance penalties on a GTX1050Ti. The FAHClient runs in the background (as a service) and if it fails to start or it does start but is blocked by your firewall, there will be no progress. Post the log per the instructions below.
