After Clean install of Windows 11 build 22581 October 2022 update (22H2) and installing latest studio driver 511.65 or 512.15 I am now facing this issue on 2 different systems. both used to boost till 1965MHz now they reach 1530MHz (1660 Super) and 1200MHz (RTX3050) with 100% utilization.
